The Railroad Commission of Texas (RRC; also sometimes called the Texas Railroad Commission, TRC) is the state agency that regulates the oil and gas industry, gas utilities, pipeline safety, safety in the liquefied petroleum gas industry, and surface coal and uranium mining. Despite its name, it ceased regulating railroads in 2005.

Boomer, also referred to as Boomer, was expected to be the main antagonist in Thomas and the Magic Railroad, but was cut from the film due to a complaint from test audiences that he was too scary for a younger child audience, and was replaced by Diesel 10 who was rewritten as the main antagonist. However, he appeared in the trailer for the film, and in very small shots like in the final cut during the chase scene. His role was played by the late Canadian actor, Doug Lennox.
